I am looking to make a new site that requires user registration and submissions. All submissions must be review by the admin before being published. I need something similar to the type of script used by many freelancer coding sites on the net. One type of users submit requests and another type can reply to these requests. Users must have little power except to publish comments and content which is approved by the admin.
Is there any cms i could use to make a site like this? Most of them expect just a few users who are staff and publish content. Others are based on blogs and are not suitable. If not a cms, is there any other script or basic framework that a site like this could develop from. I can't imagine that the thousands of major sites around which require this kind of script all start from scratch.
