I am completely new to web design and coding and am looking to have a site built based on video streaming and user uploaded content in a similar vein to youtube.com but on a much smaller scale!

I have a fairly low budget and am looking for advice on EXACTLY what I will need in terms of coding, programming, content management systems and web hosting to get the site running.

I have heard that flash streaming will be the cheapest way to go?

You can buy a youtube clone script for a few dollars on ebay you wont find it any cheaper and hosting well just ask around in hosting forums their are alot of good hosts alot of bad ones so read reviews of what other people are saying about the host. Good luck to you!
