WHen it comes to flash, I am a strong believer that it is best to work with someone local. This is just me. I find that *Flash Designers* are not all the same.
I have met people who tell me they are Flash guys, so I say great you're pretty good with actionscript then? They say, "No, I don't know actionscript!" I say, "then you're not a Flash developer.."
Also, be careful with clients like this. If you decide to do the Flash, and are prepared to do it yourself, or have someone else do it, storyboard the entire piece, colors , and everything, and make sure you get signoffs from the client.
They will say I Like what you did BUT, could this be a little more green, Could that swing a little more to the left? ... ... ... They will not nickel and dime you to death they will $100 you to death.. And you knew befor hand that the job was going to take you 3 times as long to do, and you will be wrong. It will take you 15 times longer to do..!!

Just to pin things down for him, sit down with pad and paper and say, "let's go over the GOALS of your Web site, because I want to be clear about what you want to accomplish."
Then when he says he want's a great big Flash intro, you say,
"That's a great goal, I like it that you are more interested in the artisitic value the site has to offer, and that marketing isn't a big priority. IS THAT CORRECT?" ... "NO...! Well then lets see what it is going to take to build you a site that makes money.. Of course the decision is completely yours..."
