I don't know where you live or what the rules are there. Here, in Kentucky, local governments are not allowed to have an income tax so an "occupational liscense" is nothing more than a disguised income tax. So if your occupational liscense fee is based on net income you are most likely in the same boat.
All they want is your money. If you live in a metro area of 250K or more I think they will get a computer printout from the IRS a few years down the road and you will get a letter in the mail for tax, penalities andd interest.
My best advice is dance throught the hoops, get the license, pay the taxes and sleep well.
Now rather than ask us or your friend why don't you just call the local tax office and ask them what the rules are. Ignorance will not save your butt if they catch you.
