It depends on what exactly do you need from your site. I know some people who create sites in Microsoft Word and are happy with it  .
If the site you wish to build is not a complex one, I suggest you to use some tool which automates web site creation, such as DreamWeaver or Frontpage. As for sites with dynamic content, creating such sites is not a trivial task, so I do not think you will be able to do it yourself if you are a novice.
Actually, there are some places you can use to find cheap designers (e.g., Rentacoder). But, you probably know the well-known thesis -- "fast, cheap, good -- pick two".
