I'm not sure why people say this since it is mostly not true?

Certainly it's true ! It's absolutely true when used by someone with ZERO knowledge of HTML/CSS in WYSIWYG mode.
I have to disagree to some extent. DW is just NOT a good tool for beginners who have not learned HTML (and CSS) from the ground up and learned to code BY HAND. In the cases where someone just wants a site and latches onto DW, the coding is a true nightmare. Unfortunately, too many of these novices don't even care as long as it 'looks pretty' in the end. I fear that there are a great many DW users who started this way, and too many still couldn't pass an HTML quiz.
I have used DW since version 1.0, still do, and it's a great tool -- for some things. DW 8's support and rendering of CSS is better than it's predecessors, but still not all there. I tend to use TopStyle for most of my work these days - it doesn't do much for you, you must code by hand, but I can get exact control of what's going on and I like it that way. I can edit ALL my files and see real-time results when I make a change.
DW has some awesome site management tools, which I do use, and it does a slightly better job when editing ASP or SHTML pages (because of the includes).
I taught myself HTML over 10 years ago. My first exposure to FP was FP 97. It was given to me and I loaded it. I pulled in one of my meticulously coded pages (I used HotDog back then) and FP completely MANGLED my page. I fought with that thing for a couple of hours trying to learn and put my page back the way it was. I got so disgusted I uninstalled the beastly thing and never used it again. My brief exposures to FP in the last few years hasn't changed my opinion of it.. it's HORRID !!
