I have a website which is HTML based...i was after a form where users can fill in online then submit the application form? I want users to like click on fields fill them in and so on...any ideas how i can do this?

You'll need some server-side scripting like PHP or ASP.

is thier any sites that i can get advise from? or how bout a pdf filler ive seen in some sites where you fill in a pdf then submit the form like email?

But why would somebody want to download a pdf file to fill out and upload back when they could do the same thing on a web page? I don't even have the Acrobat Reader software on my machine. ( I'm not looking for a job, either, but still, this should make you consider if this is what you really want to do. )

It's very easy to make text boxes ( input tag ), the question is what you do with the input.
