Is there a way I can add the same links as just text in a CSS document. I want a couple of words with a hyperlink attached at the top of every HTML page. This is just as a placeholder until I find a nicer looking navigational menu.

You might want to look at the content css property (http://www.w3schools.com/css/pr_gen_content.asp) the only drawback is that it only works the :before and :after psuedo-elements

Can someone give me an example of this...I'm having trouble understanding the before and after thing and the psuedo elements thing.

All I want to see is an example of how you would put a link (by using text like this) in a CSS document so it would appear on all of the pages using that CSS file.

Another thing I am going to want to do is add something to the end of each and every webpage that says something like "Blah Blah Blah All Rights Resevered. Site Created by Brautigam." Is there a way to do this in CSS?

Yes, put the text in a footer div and have that footer on every page.
However, if you don't want to put it on manually, you'll have to go for a server-side include, which involves something like PHP.

CSS isn't scripting - it's styling. If you want to style something, CSS is the key, but CSS cannot perform any sort of functions.
