Well, I would say that you should go to a website, such as FreeCSSTemplates.org, and check out their coding. Another good idea is to make sure that you have a good grpahics program,l such as Paint.NET. That's a really good free one to use.

With some good examples and a good graphics program, it shouldn't be that hard to make a good web layout that's visually appealing.
