Do you know PHP yourself? If you do I would recommend you to program your own CMS. If you do, you get exactly when you want.

I like SMF for my forums, it is relatively easy to skin.

Andrew it depends on what you want to do with your site. If you tell us what your plans for your site are it will be easier to recommend a solutions.

As an end user I like vBulletin for forum software, but it's also the forum application I'm most familiar using.

regarding forum softeware, if you're ready to hand out a few $$ then there is none better than vbulletin.

As for the cms, my recommendation would be modx, a lightweight yet feature-rich solution.
