then style it with CSS to make it look how you want

That depends - is your site going to require a database? Will it be static or dynamic?
If you answered yes to either of these questions than you will need to use ASP or PHP as the coding language for your site.
If you're just using a static site (which I don't know how you could for a site like the one you've just described) then yes, use HTML.
