To keep from starting from scratch, I have found an existing website that I like. I'd like to copy that site, and then edit it to change the logo, content, pictures, etc. It has scolling announcements that I like and pictures that scroll to the right at the top of the page that I would like to replace with my own pictures.

What's the best way to do this? Which tools should I use?

That's probably not the best idea. Some people pay a lot for web templates, and you could open yourself to a lawsuit if the site uses a proprietary layout.

You can do what you want with your browswer's file -> save as function.

Or you could go to http://oswd.org and get a free template and the legal right to use it.
