Hi it's OK but the colours are a bit depressing. I always think anime is meant to be bright and cheerful. Your header graphic is bleached out as well. I think it needs more colour. Google for some other anime fora and see what they've done.

I am sure your phpBB forum provide free Ads Mod, you can try it, they squish in ads without destroy your site layout

You should change the color scheme, try brighter colors (think about what colors you see in the FF games and KH, you see light color). The bird image aside the forums is pixeled, give the forums 'old' feeling, use a different one.
Also your all footer section is a mess, try to organize those in a way they don't take over the whole page.

About the content, as it is a new forum, I think you shouldn't really open so many sub forums. As it is a new forum, you'll have light traffic at first, you don't want to dividend this traffic more than necessary. 5 sub forums with a lot of traffic looks better than 30 forums with very light traffic. Add more sub forums as your forum grow.
