It's really tough to get a forum started because no one like to post in an empty forum and you are in a catch 22 situation.
You have too many categories at this time, which makes the forum look even barer than it really is. I'd start with fewer categories with a view to adding more later. For instance I'd merge the four graphics categories for now.
Also people like to check out a forum before registering, but that doesn't seem to be possible with your forum as they are all private.
I'd change that to let guests (and search engines) have a look. Later when you get more members, then you can make them private if you like, but I would strongly advise against restricting access at any time - but especially now when you desperately need members.
