css is a pain in the ***, I'm still learning it myself. A great way to learn css is to download premade templates and then 'tweek' them in different ways to figure out how they work.
1st issue - I don't really understand what you mean by 'drag' the table so I'm going to have to skip this problem, sorry.
2nd issue - Since you are working in css you will need to create a new css table, or see if it will let you add a column to the pre-existing table.
3rd issue - The only problem I can see is the text is overlapping the edge of the background table. If you adjust the 'padding' reading for this it should fix it. Don't ask me the code for that though, I'm still in the 'tweeking' phase and not the 'writing' phase of css.
4th issue - % is pretty easy. Imagine a apple pie.. You have 100% of the pie. If you cut it in 4 equal pieces, and take a piece out, then you only have 75% of the pie left. % in web design is pretty much the same way. Since people can resize their screen to any size, the % keeps everything scaled correctly. So if you tell one table to stay at 80% the total space given, it will always be 20% smaller than the total space allowed. Pretty easy huh?
On the 'comics' issue, there are several website comic software packages out there, some even for FREE. So do a search on 'comic hosting software' you'll find a few I'm sure. I have a comic site as well but I didn't like the software because of the layout my comic uses. It just looked all wrong, so I ended up using wordpress and made my own theme. Except for my site being a bit too wide, it works great.
