Perhaps you misunderstand the nature of forums; they are a place for open discussion, interaction, social networking, etc. Placing a list of download links as a forum post amounts to self-promotion, AKA spam. You need a WEBSITE for this, with maybe a blog post referring to said website. Yes, the layout is a forum but, you're not following the forumula...

My site is forum, i want make website share free templates, but if use html can't update every day

Forum is can update and post + upload templates

How can SEO good with this forum>

Sure you can. Any webpage can be updated on a regular basis. This is just WRONG as a "forum". Your SEO effort is going to get you blacklisted as an inappropriate format/listing. Check the other forum help sections here (W-T) to see where to get the right placement for your idea. I update my blog and other sites anytime so I don't understand your issue. I think it's a misunderstanding on your part of what can and can not be done live on any given website you own. I certainly do not understand your insistence on a forumat (deliberate spelling) which is not right. There is no chance that I will try any code from somone who doesn't know enough to place it where it rightfully belongs. You are doomed to failure without a change of forumat.

The design is quite good but it looks confusing on its top section because it has no header or even a name of the site.

Well it is a totally unique way of using forums. I think it could work. I really can't say I would navigate forums this way though.

I'd say the google ads on top are too prominent, or that therte isnt anything else there to match it so to speak, like the name of the iste or something.
