this is not a bad idea but i reckon your best idea would be to create templates for joomla and other cms systems this is what i do and i get good feed back!

You should build a portfolio because most customers want to see your previous work to see if you are capable of building a sucesseful banner , logo etc. to there required standard

One thing i look for when i hire a web designer is obviously and most importantly is the ability to produce great looking websites. Portfolio is a must or else i will just turn around and leave. Portfolio = people who want you to work for them.
