Simple, clean and nice. Not bad at all desgin/useablity wise. The code is no good though... Get rid of the tables, they are outdated. The people in the header picture look scary too, Why do they stand like that? Why do they all stare at me with such rage and superiority?

It's clean and professional looking. Your header isn't clickable. (sigh) Your logo is, but it's very tiny. The top navigation feels kinda shrunk in there. As well, there's no reason you should make the current page un-clickable. People expect links to stay working, even if they're on the same page. The image above "request for proposal" looks like a search bar, so you might confuse some visitors.
The design sort of feels, incomplete to me. The images on either side just stop. Why not have those rounded corners resolve?

I'm going to stop, and slip some quick SEO advice in here. Put your site name after your keywords, and give each page title keywords specific to it's content. The site-map helps, good for you! however, the pages titles are critical as well.
Justification looks cool, but you're getting those gaps between words. I'd say just suck it up and deal with left align. (I hate left align...) Great job using good grammar, and the sales pitch is interesting. One thing, though, your first sentence of the site is incorrect...

I don't know much about IT, (or what it stands for...) and I'm already a developer/designer, so I don't really need it, but I'd check it out if I weren't.
Overall
The layout is clean, not my style, but very professional. The content is good, save for that sentence. A few tweaks and you're there.

I don't care much for the full justification the way it is. If you're going to use full justification, make sure you have enough text on each line so that the text doesn't gap like that. There's nothing wrong with standard left-aligned text.
It's not a bad design, but to me it screams "TEMPLATE" and I've looked at thousands of templates, they all have that same look and feel I'm afraid.
The white text in the graphic box in the center - really bad contrast. People with certain visual impairments may not be able to read that text at all. I would change the color and not use white on white.
I have a similar problem with the yellow on white rollover/active links on your buttons. The contrast just isn't good.
Code-wise: bleaaaahh.. tables for layout, very 1997 !
You've used an XHTML Transitional doctype, but the code does NOT conform to the stated doctype. EVERY img must have an alt attribute, EVERY tag MUST be closed.
Stuff like this: <p align="justify"> - should be in an external CSS file, it's presentational, not structural, and it's also not acceptable for the XHTML doctype.
Pet peeve alert......
The "more..." at then end of your paragraphs... not good for accessibility, and can be modified for SEO advantages, try reading this article on WHY :
