No, it's not rubbish at all, I personally like it.
Expect one thing. Maybe, the header's image (T.A.P.E. no slogan needed) takes a bit of space.

It's a start, and a good one at that.

I would personally make the head banner take up the entire page, and not just the left side of the top of the screen. I would also spend some time trying to align that image with the rest of the layout, (which may be somewhat of a tedious thing to do, or to spend time on) But as far as aesthetics are concerned, it'd make your page look about 75% better. That alone.

Your banner takes ages to load, and it kinda messes up the layout. Change the font color to something more defining, I had to select the text to make it clearly visible. Your background is not seamless neither, that makes it look choppy.

I'd suggest you make a banner that's rectangular, not square.
