At first glance, it's okay...
But I have some (personal) issues with your design, take these however you want - they are just my opinions.
First, whenever using a dark (black) background, smaller font sizes are difficult to read. But, the inconsistencies in the font colors (you use white, gray, red and yellow) make it seem more haphazard and thrown together than professional. I would much rather see a larger font size in (very) light gray text, with colors only for selective emphasis and/or link definition.
Second, I don't think you need the counter on the site. Counters are a bit too 1995, and unprofessional. If you want people to pay money to post their ads on your site, you'll want to appear as professional as possible...after all, you're asking for their money, and they need to trust you.
Which brings me to my third point, there's no content on your site. For advertisements to be effective, there needs to be a reason for people to come to your site. Right now, the only reason to go there is to view and buy ads. But if the only people visiting your site are ad buyers, who will be clicking on them? Not the buyers.
Fifth, the links in the site footer are broken. decayedads.com doesn't exist, and the first link in the footer looks like it's missing the http, so it's trying to link to a subdirectory on thedecayedads.vndv.com site.
And lastly, the text links in the footer claim that the site incorporates valid xhtml, but it
does not. This is a big pet peeve of mine - I don't care whether a site validates or not (if it works, it works), but when a site displays validation badges, I expect those badges to be earned.
Like I said, these are just my opinions. And over all, not bad for just starting out (my first "designs" were a lot worse).
