I'm not going to comment about your SEO. I don't think Im supposed to know that.

Anyways lets start with Speed of loading first. I'm from Australia so maybe the loading time sucked a little. But I must say the loading time for the english site is very slow. I'm not sure about other people but the star you are using as borders, did you notice it's actually 20 kb ?

Design, not much about the english site. But in the chinese website, the buttons, the tabs, the long horizontal bars, I can literally see noises in them!

Content, I think your content is quite good. At least there are people reading your stuff.
