The foreground didn't look bad, but i did not like the background, and i also did not like that it is not fixed. Also, you have borders on the menus on the left, which isn't bad, but the top of the menus is not level with the top of the content, and the border throws it off even more, and the border (imho) should be close to the same color as the header's background color, or its background image's color.

I like the background and I am not that much of a fan of a fixed background. It takes attention away from the content. The peach colored menu is a little off though. It doesn't really clash and the borders around the left side don't really support it either. maybe try some different colors to see.

I've tried to make the borders like the header's background but looked too dark

Do you mean like: Photoshop on the homepage under "Browse By Category"? What do you think if I change it to the same color as the sub-categories under it?

make it so the brick background doesnt move when you scroll. A fixed background.

Actually, i did. Your site is TutorialsRoom, so i assume that you're giving tutorials. My site is LinuxIntro.com, and i teach people how to use Linux.

That time i was talking about the background to each of your menu areas. At the top of each area you have a menu heading, and around each area you have a menu border, but the menu border doesn't match the menu heading.
