is the background suppose to be a gradient from blue to white? because if so, you have some banding issues. the gradient is not smooth. also, i have a 1680x1050 resolution monitor and your background cuts off as it is only 838px tall.
i would center the file input field and submit button within the container.
i feel you could improve some graphical elements to make it look more professional.
lastly, you don't really do/offer anything different to convert long time users of imageshack and other image upload websites.
