It's a pretty basic setup. I miss some decoration at the top. You can easily ad some (background) images to make it more eye appealing.
The left menu you have a header saying Welcome wich is in the same alignment as the rest of the menu link. Either place it to the left or the right so people can see it's not a link. Or at least not at first glanse. The other 2 links are out of shape against eachother. Make them the same fontsize. Maybe ad a line to clearly seperate them from eachother.
The yellow background hurst my eyes. Try a different shade of yellow. A little les yellow, maybe a bit darker.
The different colors of heading text is good. Maybe use a orange color for the bigger headings and the yellow for the smaller ones.
What I also like on some pages is a dotted or dashed border around text areas and a smal change in color grade to make each portion of text easy to sepparate from eachother.
Hopefully my tips are usefull. (yeah I know my english aint perfect..)
