In terms of aesthetics the site is a 9/10.
Overall I would rate is a 9/10.
The only comment might be that it is a busy page. Lots happening but not overload for me personally. The major links all seem easy to follow and well thought out. I took a look at the license plate lookup etc and it seemed to work well.
From a purely design type standpoint the whole website flows and is easily organized. I like the idea of bad driving and reporting that. I dont know if the whole social networking thing is going to take off with FB and twitter already having that market cornered. An interesting idea no doubt.
