One thing I would like to see is a reference to the designer of the stock icons in the footer. It's nice to give credit, where credit is due.
I think you should make it more obvious that it's a trading website, as opposed to sales orientated. That is your design clearly focuses on products for sale, and the ability to sell is hidden in buttons. Perhaps splitting the design down the middle and having purchases and sales on seperate halves or having two tabs for these components of your website would be more beneficial.
Web forms should be as simple as possible. Therefore, have the same fields for Login and Create, but just provide two buttons (the Create button subsequently producing a "lightbox" or similar that requires additional fields).
Try and apply the golden ratio (1.618) or rule of thirds to your design. I have explained it in more detail, or you can read a more in-depth article at Smashing Magazine.
I hope the contents "what's the WebBay?" and "promotions for designers and coders" will be put into the "inside" as well.

All of those products "for sale" are actually going to be user-submitted. Also, domains & websites are "single-sale" products, while designs and scripts are "multiple-sale" (you are buying a copy of the design/script).
The login/create account forms are lightboxes already  Here's a screenshot:

I was thinking about the golden ratio really, but why I didn't do it? Because if more users come to sell instead of buy, it wouldn't be that much profitable for those selling... This way when a user comes the first thing it sees is all that stuff for sale, and I'm sure he will notice those buttons telling him that he can sell also.
I really think there are more people out there buying designs and scripts and domains, than people building and selling these stuff..
"What's the webbay" and many many articles focusing on how to sell, how and what to buy, trader tips and trick e.t.c will be included in a special category "helpful articles"

I think it looks great, i really like the colors and how it is laid out, and it is plain and simple. very nice.

First impression is that the colors work well. The font I'm not big on, but thats alright. I like how it is simple and the visitor knows right away which way they want to navigate. However, once you go to either pages which your directing the user, the design falls flat as there's whitespace galore and the visitor now has use their own focus to navigate the site - you should redo the other pages as well, not just the main one.

Looks very nice.
Nice and clean, The user interface pic looks good.
Looks like it does what it says on the tin.
It has some great potential.
Hopefully you will get the visits needed
Fyi, i would also have an opening offer of like 1000 free submissions and have a counter on the main page saying how many are left.
This my help intice users to actually sign up and use it.
( if it then works well for them, they would happily pay next time. )

ALL submissions are free for lifetime, sign-up, post your stuff, sell them as long as you wish
The paying you do is actually a percentage of each sale you make.
Where does this fee go?
-> We bring you traffic, people that want to buy what you are selling, we will work and pay allot for marketing 
-> We bring you free access to a full featured web application for selling
-> We maintain this web application, add new features, update the old ones, etc.
-> We give you FREE hosting for your demo of EACH template you are going to sell (this is for designs).
-> We give you FREE hosting on a CDN for your packages, so everyone that buys your stuff can download them fast and easy.
Note: I say FREE because we give you these stuff even before you make any sales
Other things I'd like to note:
-> We don't select what goes online for sale and what not, everything submitted goes online for sale. We don't choose what is "high quality" and what is "low quality", we only test that what you are selling works exactly as you say it works. Why? because nobody can tell what looks good, different people have different tastes

As a potentially large scale web application, I strongly advise you read Getting Real: The Book by 37signals (the guys who made Basecamp, Highrise, Backpack, and Campfire). It's fantastic.

The revision is a tour too, so when you click each of the buttons you will be getting more info on that topic. People that want to do both stuff will click on both buttons
Thanks for the book, I ordered the printed version right away. From what I read online I think it's a GREAT book to read. Thanks again

I just received the invitation today, It's great,and I have to admit - it's everything a php coder or web designer would like. Simple interface, easy submission and the lowest fees for selling templates/code! I can't wait till this goes online! The domain sales interface rocks,it is simple - you just type your domain name in,the price and it's on! There are automatically domain statistics shown up - Alexa ranks,page rank etc etc.
The admins say they will publish the website as soon as there is a certain number of templates/code submitted. The progress bars showed up today,and they say there are like 33.000 people waiting to get in! That is impressing!

Can't wait till this goes live
