I'm right there on the epilepsy comment. I think you should get rid of the all of the color changing and flashy things. Just keep it regular text and images. That would make it optimal for fast loading.

I can't say anything for the content because I don't read japanese.

I think if you set the language on the page browsers will offer to translate. I'm not sure how all of that works. But i know most non-english sites I visit Google chrome offers to translate them. Something to look into.

Because that's what really works on websites these days.

Lots of animated GIFs and bright colored Flash and scrolling text bars keep visitors entertained
so they don't leave the site. Right?
