My suggestions:
For terroralerts.us, I think the main content area is too messy, and everything is just bunched together. Using more whitespace would help. I like the header image you have but it's too pixelated and fuzzy, and that makes it look like a lower quality graphic.
For dragonsforevertattooing.com, you have everthing in capitol letters, they're hard to read and distracting. I do not think you need such a huge space for the shoutbox, actually I don't even think it is of much use. You could have just the welcoming message and the news on the homepage. Remove the gallery section, have it as a seperate page and list it in the navigation bar. Put more space between each news item, perhaps add a little summary under each title?
