From a design point of view (im not going to touch the content) I would recomend the following:
Firstly, the logo needs re-working - the fonts you have used dont compliment the design and the image of the globe isn't amazing. However I think that the main problem with the header is actualy the background. It degrades the logo making it look worse than it really is.
Secondly, when you look at the page, you don't see the header and the logo because your attention is sucked in by the attention seeking yellow forum. This is not a good trait because visitors to your site will not see what the forum is about.
Speaking of colour schemes,

I suggest that you change the colour scheme to something a little more user friendly, something along the lines of this forum perhaps (blue generaly works well). I would give you specific values to use but I have done it for too many people - and as one says: "If you get one everyone will want one" - Sorry
