Yes, it does what it's intended to do. The design is crisp and clear. But I would think you'd want more appropriate artwork. The logo itself looks "happenin'" but maybe you should put an image of some 1940s dancers next to it. Is there a font that says "swing" better than the one you're using? Editing your stylesheet to increase the letter spacing a little bit (.1 em, I think) might make the text look more cool and old fashioned.
Try hard to target regional visitors by proper search engine optimization. Put into the headlines the names of the suburbs where you dance. Yeah, put the names of the top venues on the home page. Use the word Washington often, as well as DC.
