To be honest with you, I find your idea incredibly confusing.
I thought by the name of it and the way it was laid out that it was a combination Rent-A-Coder/CodeProject deal. I was ready to post one of my code samples.
The way it's set up, webmasters are the only ones that can post projects. I don't understand that. Why couldn't a customer who has no web design experience post something?
Also, you seem to distinguish between "webmasters" and "freelancers". I'm both. Where do I fit in? (And a number of us are, not just me.)
Your font size doesn't adjust in IE. You may want to set it in terms of a percentage.
You may also want to put style="border: none;" around your checkboxes. That will get rid of the ugly black border. Alternatively, you can define a CSS class and use it that way (I have one called .noborder for that purpose.)
Other than that, my only issue is that the green text on the grey background is hard to read. I'd suggest darkening the green about 30-40%.
I think you've got an okay idea, but you need to work on your execution.
