I think a nice graphic of a city full of skyscrapers would look great in the top right, as a logo.
I also think that your colour scheme requires a third colour - the shades of blue and white are all fairly similar, and could do with a third colour like yellow or something like that to brighten it up a bit. As it stands, I think its lacking something - some 'je ne suis quoi'.
The layout is mostly excellent, but perhaps you might want the log-in boxes at the top of the page, as this is probably the first thing a user does each time they go the site - make it easy for them.

very bright... almost too bright
ditch every forum that has zero posts... make more general forums and then as the site grows, listen to the uses and create forums that would fit their needs.... sometimes having a "testing, help, questions, feedback & suggestions" forum is good... because it covers all basis in one simple forum and if someone wants to suggest a new forum... they can do it there

I like the simplicity of the site, I think Wicko 3 might have a pointh about adding a new colour, if you need some advice on the best one to add to keep the site looking so good try ( http://www.color-wheel-pro.com/index.html).
I think it might be better if you lose some of the unused topics just untill you get some more members and can open it up some more.
Also have you consideded moving the button key that shows that a glowing button means newly posted message, to the top so people who have never used the site know what to look out for.
Also a little box at the top to show the last time somone posted a message would be good.
Hope this of some help.

I give it a 10/10....this is only my opinion but I wouldn't change a thing, you did a great job working with the greens and blues. Also the forum is layed out very well, easy to understand and read. All the different subject matter should draw a lot of people, in fact I am not even sure if their is a forum like yours.
The only criticism I could give is perhaps a "Welcome, ect. ect." on this page, makes people feel that you are glad they are there visiting and you want them to sign up to participate in all the fun and excitement......good luck with your forum, should be very successful!

looks great, it has a very "fresh" look to it. the color scheme works great, I like the logo in the upper left but I'm not a big fan of the cursive font, but that's just my opinion.
All in all, it's one of the more attractive customiztions of vBulletin I've seen.
