Just some minor technical things:
The content area needs a left-margin, because as it is, the text sits right up against the left side of the content box.
I think you should make the links in the horzontal nav-bar a little more visible, make them pop out a bit more.
It's pretty lacking in the area of graphics. It needs something to spruce it up a bit. The header/logo is very dull, and needs some work. Also, try to differentiate it from the actual background colour of your banner... green on green isn't the best colour scheme, although it's not THAT bad to be honest.
Same deal with the "Make funny pages" link in the top right orange box. I think there are better colours that work against an orange background.
I mean, as it is now, it's nice and simple, but if you think about getting it big and popular, it's gonna need some work in the way of "categories" and a nice solid hierarchy/structure to your directory of submissions. There is no evidence of that atm, but like said, it's only just starting out.
