I've seen many scenarios.
I think it depends on what the website is being used for
or is going to be used for.
In most cases people just want to buy a domain and redo the site according to their new perspective.
For example I'm selling a site that is fully functional since 2003. You may change the graphics but the back end and sitemap architecture is well developed (in my opinion)
