You must be doing something wrong with the authentication part of it. You will probably have to talk to Yahoo about it. When you login to Site Explorer there is an option somewhere called Customer Care and you can send them an email to see what the problem might be.

Did you add the file they provided in the root folder of your site? You need to make sure the file is in the root folder and not another folder.
